I just tried to reproduce it, but I'm already on a new build of mine and wasn't able to reproduce this. But it could be because I use a different mointpoint etc.
What mointpoint do you use?
What does this command:
mount
rootfs on / type rootfs (rw)

none on /dev type devfs (rw)
proc on /proc type proc (rw)
sysfs on /sys type sysfs (rw)
ramfs on /tmp type ramfs (rw)
devpts on /dev/pts type devpts (rw)
devpts on /proc/bus/usb type usbfs (rw)
/dev/discs/disc0/part1 on /tmp/mnt/disc0_part1 type ext3 (rw,data=ordered)
/dev/discs/disc0/part1 on /tmp/mnt/disc0 type ext3 (rw,data=ordered)

the problem is
You can always upload files to the server regardless of the settings in the web-gui
AND
proftpd can delete files but not overwrite them.
