The Netgear wall-wart power supply that comes with the router provides 12vdc at 1.5a to the router.
So, if you have a battery or other source of 12vdc at 1.5 amps and the right connector on the other end of wire then you can operate it anywhere!
That said, I would anticipate that whoever sells you a 3500L in a non-USA location would ship a power supply (wall-wart) that is matched to your local grid voltage.
Just be sure to ask about that before you order.

I am thinking about buying the 3500L, but i reside outside the US and the power grid here is 220V. Can someone who currently owns the 3500L take a glance at it's sticker and tell me wether its 100-110V only or will it handle a 220-240V outlet as well?

No.
It is labeled only for 100/120 VAC and 50/60 Hertz
You should be able to find an adapter for 220 that has 12vdc @ 1.5a fairly easily - you will need to find one with the correct connector and be certain that it is center-positive (or change the connector).
If you know an Amateur Radio operator he or she can help you with this.
