debricking a DNR3500L without a cable

I noticed a few people here: http://www.myopenrouter.com/article/13859/How-To-Debrick-Your-NETGEAR-WNR3500L-Using-A-USB-TTL-Cable-on-Windows/?page=3 were able to debrick their router without a cable by shorting two parts on that chip shown on the image in the comments. 

As I understand it you just need to make a contact between those two parts with something metal like a screw driver, before I open the case I would like to know more about this method, what's going on, why does it work, when should I make the connection with the screw driver etc
