Location time zone and time schizophrenic

Guys I have never seen anything like this before. I need to video the activity and upload it. In a nutshell I noticed my time was off in Windows 10 pro 1607. I live UTC -10 and it was switching itself to UTC -7. Ok so stupid Windows must be.... I turned all the location and auto time settings I use off. I checked the CMOS which was 3 hours off. I checked the router (R8500 /Kong) and only really changed my ntp client server. Back to Windows manual time manual everything. Click set time (or time zone as I went thru the same steps and tried time zone ) automatically and bam back to UTC -10. Wtf right ? Something is wrong. I knew that all those privacy setting are kind of intertwined in Windows so I checked my location settings maybe they were too restrictive. Well I practically allowed everything except wifi sense and went to a few ip location sites ... Phew my location was showing correct. Let's try and app that uses location.... I am not in Spokane WA never have been dont wanna be.. Again wtf.... Poured through every setting trying to isolate router Windows or both and what particular setting caused the phenomenon. I could not... Not dns not my dhcp nothing I couldn't do fixed the problem. Researching more about Windows default location and using Windows maps to tweak it I tried more settings adjustments still right in the middle of some street in Spokane. Ok turn it all off wait reset everything start one by one set it back up... I did and still Spokane. Still a demon clock possessed!! This is a fresh days old install of Windows too but I'll run every virus scan I can and that produced nothing. Toyed with both firewalls and still the same . At a loss I said lets do what stupid Time Warner would command.... Direct modem to pc no router. Well good thing I didn't have a tech on the phone as I'm usually quite nasty to them especially when they demand I take the router out of the equation. Lol I was no longer in Spokane lol. It has to be a setting in the router that I have mis configured. But my brilliant idea now was to let it sit there and "absorb" where it really is for a while then reintroduce the router. I did and reset and reboot everything and for a while I was home in Honolulu ..... Leaving maps open as my canary I did some more reading on the web no one seemed to have these symptoms and then I saw a blink in the map Windows .... I leaped to Spokane then back to Hnl back to spk and back and fourth sometimes hanging at home for a bit sometimes wintering in Spokane for a while ....and that's where it stand now blink and in home blink and I'm in Spokane and the time if set to auto demands UTC-7. Here are some possibly contributing things about my rig :

 

 I was using Google dns 8.8.8.8 and 8.8.4.4 

Twc decided to remove IPv6 native for my arris 6183 but I was leaving the router in dhcp for the lan. 

Maybe with whatever settings are poorly setup (dnsmasq for sure I messed up) for such a long time the info seeped into Windows and need to be wiped wherever it hiding.

inuse a lap ip in the 10.0.0.0/8 which also assigned ips outta my set range until I changed the sub to 255.255.252.0

 

it could be anything but I'm hoping you with experience will say something to the effect of "is it plugged in?" And I'll have an easy fix.
