It is what we have put together at the community with an early engineering sample and the early sample that we worked on did have the boot loader - but somewhere down the line possibly with the new versions of boot loader this "feature" got omitted.
In most cases you can still recover the fimrware through the serial ports (unless of course the bootloader got damaged).
