Use hotspot as backup for cable connection?

I have cable internet, but it is very unreliable, perhaps due to some internal coax issues in my house.  

I have an AT&T wifi hotspot that I'm using as a backup, but of course, I have to manually swap wifi access points when my cable stops working.

Is there some option which would allow me to connect my R7000 to the hotspot, and somehow get it to route my internet activity over the hotspot only when the cable fails?  

It would be a great setup.  My hotspot allows 100G/month of data, and is fast enough to browse the web and some lightweight video streaming.   It's also fast enough for my VPN and remote desktop work.  

Hopefully someone has figured this one out.  Thanks!

My setup is R7000 with latest Kong DDWRT.

I forgot to mention that it is an AT&T Unite wi-fi hotspot which has a USB port which can be used for tethering.
