2 R7000, Guest network on second router not working

Hello,

I have 2 R7000 routers. The first one is connected to WAN, the internal network is 192.168.254.0/24 with ip 192.168.254.254 and the guest network is on 192.168.253.0/24 with ip 192.168.253.254 and VLAN 3. This is working fine.

I have added a secondary R7000 with IP 192.168.254.251 (without a WAN connection) and that's working fine with my primary network. However, the guest network is not working at all on the secondary router. I have configured it the same as on the primary router, but than without DHCP, but with the same VLAN. This router is connected on tha LAN, but only used for WiFi.

What could be wrong with the config ?
