Problems bridging ADSL to 3500L

So I have a BT Voyager 220V ADSL modem/router which I want to use as a modem only with the 3500L running the network.

There are two bridging modes on the Voyager - VC MUX and LLC.  I have tried both and the 3500L is still able to connect to the ISP, get an IP and get me online.

The problem I am having is that with either configuration the Internet connection is slow (speedtest gets about 4mbps compared to 16mbps with my DGN2000) and seems to work in bursts.  Even LAN access seems to be affected with RDP sessions to another computer inside being very jerky.

My initial thought is that this must be some kind of MTU issue.  I checked the DGN2000 and it's set to 1458.  The 3500L was set to 1492 so I changed it down to 1458 but seems to have made no difference.  The Voyager does have an MTU setting but only for local LAN not WAN when it's set to bridge mode.  Again I tried setting that to 1458 just in case but it made no difference.

Anybody had a similar problem or have any ideas how to resolve it?
