Tomato Qos Help

Hi everyone, i'm using advanced tomato 3.1-132 and i'm having issued with QoS. My isp provides me a DSL service with 7.4 mbps down and up to 1mpbs up. My network configuration is a sitecom wlm-2600 connected in bridge to a netgear R7000. Qos Works fine except for one thing, i have to set my download and upload rates higher than what i get from my isp to use full bandwidth. here's a screenshot of my bridged router:

 

 

and here are some screens of my Qos Settings:

 

 

As you can see from my bridged router actual data rates are 8751kbps down and 478 kbps up..if i set those rates in tomato i get like 6.70 mbps down and 0.20 up from speedtest.net..to get full bandwidth i have to set those rates higher than what i actually have. Is this normal behaviour in tomato qos?

I forgot to mention that i have CTF disabled since i don't need it with such a slow isp provider, also i noticed that QoS doesn't work good with CTF enabled.
