R7000P boot loop - Can't Access CFE in Putty

I have a R7000P router and I came home one day last week to find the lights flashing and that it is stuck in some type of boot loop. 

I've read information on it possibly being bricked, so I ordered a USB serial cable: https://www.amazon.com/gp/product/B07R8BQYW1/ref=ppx_yo_dt_b_asin_title_...

I've disassembled the router, connected the serial cable, downloaded putty, and entered all of the settings following the guides. When I power up the router, nothing ever shows in the putty window, just the green cursor. I've tried swapping the TX and RX lines, updating the driver, and pressing CTL+C and nothing ever happens. 

Am I missing a step, or is the router beyond repair? Is there something else I can try?
