VPN client slowing download speed dramatically

I have a Netgear R7000 with Firmware: DD-WRT v3.0-r37305 std (10/10/18) connecting to Usenetserver.com VPN via OpenVPN.

My download speeds are drastically reduced when connecting to the VPN through the router verses an app on my laptop, from 110Mbps down to 28Mbps.

Is this a limitation of the router's CPU or something in my config?
